This public offer agreement (hereinafter referred to as the "Agreement") defines the terms of service provision, as well as the mutual rights, obligations, and terms of interaction between Sole Proprietor Al-Khatib A.F., registered at 20 Sologub Street, Stolbtsy, Republic of Belarus, UNP 692111656, State Registration Certificate No. 0883388, issued by the Stolbtsy District Executive Committee on March 12, 2025 (hereinafter referred to as the "Contractor"), and the individual who has accepted this public offer to enter into the Agreement (hereinafter referred to as the "Customer"). Collectively, these are referred to as the "Parties."
For the purposes of this Offer, the following terms are used:
Contractor — Sole Proprietor Al-Khatib A.F., providing services to the Client in accordance with the terms of this Agreement.
Customer — an individual who has accepted the Offer and instructed the Contractor to provide services related to assisting a foreign citizen in enrolling in educational institutions of the Republic of Belarus, as well as related services (transfer, escort, etc.).
Service(s) — admission assistance services, as well as related services, provided by the Contractor to the Client under the terms of this Agreement.
Offer — this document, published on the website https://eet.by.
Website — a collection of information resources located on the Internet at https://eet.by, including all subdomains.
Offer Acceptance means full and unconditional acceptance of the terms of the Offer by performing the actions specified in Section 4 of this Agreement. Acceptance of the Offer constitutes the conclusion of the Agreement.
Application—an electronic form completed by the Client on the Website, containing information about the Client, the selected educational program, a list of educational institutions, and related services.
Invoice—a document containing the Contractor's details, the name, quantity, and cost of the Services provided.
Contract Price—the total cost of the Services and related expenses, determined in accordance with the terms of this Agreement.
3.1. The subject of this Agreement is the provision of paid services offered on the Contractor's website at https://eet.by.
3.2. The current list of services provided by the Contractor, along with prices (hereinafter referred to as the "Price List"), is posted on the website at https://eet.by and constitutes an integral part of this Agreement.
3.3. The services provided to the Client under this Agreement are one-time and are provided in the scope determined by the Client's individual Application.
4.1. This Agreement is a public offer, under which the Contractor undertakes to provide the services specified in Section 1.1 to any individual, without preference to one person over another, except as otherwise provided by law.
4.2. The posting of this Agreement on the website https://eet.by/oferta constitutes a public offer by the Contractor addressed to an indefinite number of persons (Clause 2, Article 407 of the Civil Code of the Republic of Belarus).
4.3. The Agreement is concluded by the Customer's accession to the terms of this offer, i.e., by accepting it in full, without any conditions, exceptions, or reservations (Article 398 of the Civil Code of the Republic of Belarus).
4.4. Acceptance of this offer is deemed to be the Customer's payment for the ordered paid services in the manner prescribed by this Agreement.
4.5. An agreement concluded by acceptance is deemed to be concluded in simple written form (Clause 2, Clause 3, Article 404, and Clause 3, Article 408 of the Civil Code of the Republic of Belarus).
4.6. After reviewing the Price List, the text of this Agreement, and the Personal Data Processing Policy posted on the website https://eet.by, the Customer independently selects a training program and related services, completes an online application on the website, or sends an application by email to info@eet.by. The application constitutes the basis for the Contractor to issue an invoice for the services.
4.6.1. The application must include the following: first name, last name, gender, email address, telephone number, citizenship, date of birth, and identity document details.
4.6.2. Other information required by the application form is also provided.
4.7. Each application is assigned a unique number.
4.8. After reviewing the application, the Contractor will send an invoice for services to the Client's email address. The invoice must be paid within 10 calendar days. Failure to pay within the specified period will result in the application being cancelled.
4.9. The order is considered confirmed after payment for services has been made in accordance with Section 4 of this Agreement.
4.10. The Contractor will begin providing services no later than 1 business day from the receipt of the application or payment, depending on the terms of the specific service. The completion time depends on the scope of services selected.
4.11. By submitting the application, the Client instructs the Contractor to represent their interests before third parties, including the selected educational institutions.
4.12. The Client's application for educational services is forwarded by the Contractor to the educational institutions specified in the application.
4.13. The Contractor does not make decisions regarding the Client's admission, does not organize selection processes, and is not responsible for the outcome of application review by educational institutions or government agencies.
4.14. If documents are received on behalf of the Client, the Contractor will send the originals to the address specified in the application and provide the tracking number. The Contractor will not be liable for failure to receive documents due to the Client's fault (address errors, absence from the address, return as unclaimed, etc.).
4.15. Other terms of service may be specified on the website https://eet.by.
4.16. The Contractor reserves the right to unilaterally change the Price List and the terms of this Agreement by publishing updates on the website at least one calendar day prior to the changes taking effect.
5.1. The Contractor undertakes to:
provide the ordered services to the Client in a high-quality and timely manner, subject to the Client's compliance with all requirements of this Agreement;
not disclose confidential information and personal data provided by the Client in connection with the performance of this Agreement;
inform the Client about the progress of service provision;
obtain the Client's consent to any actions with their personal data, including collection, systematization, storage, modification, use, distribution, provision (including cross-border transfer), depersonalization, blocking, and deletion;
be guided by the Client's interests when providing services.
5.2. The Contractor has the right to:
interact with educational institutions and other organizations to fulfill obligations under the Agreement;
demand timely and full payment for services;
make minor changes to the service provision program that do not affect the overall scope and nature of obligations.
5.3. The Client undertakes to:
provide accurate and up-to-date information necessary for the provision of services, including personal data and documents;
pay for services promptly and in full in accordance with the terms of this Agreement;
not disclose confidential information received from the Contractor.
5.4. The Client has the right to:
monitor the progress of the Application;
demand proper and timely fulfillment of obligations by the Contractor.
5.5. The Client consents to the processing of their personal data for the purposes of this Agreement, including receiving invitations and subsequent notifications about special offers and promotions for the entire duration of the processing.
6.1. The cost of services is approved by the Contractor and determined based on the services selected by the Client, as specified in the Application, in accordance with the current Price List posted on the website https://eet.by. The Price List is an integral part of this Agreement.
6.2. The cost of services indicated on the invoice is not subject to change after acceptance of this Agreement and is paid in accordance with the current Price List on the date of conclusion of the Agreement.
6.3. Payment for services is subject to 100% prepayment prior to the commencement of services. Services are not provided until payment is received in the Contractor's bank account.
6.4. Payment is made by bank transfer or through the payment system specified in the invoice.
6.5. All costs associated with the transfer of funds, including bank and payment system fees, are borne by the Client.
6.6. If the selected payment method requires a fee, the Client is obligated to make the payment so that the full amount indicated on the invoice is credited to the Contractor's account.
6.7. After paying the invoice and submitting the Application to the educational institution, the Client has no right to refuse services under the paid Application. Funds received are non-refundable. Services are considered rendered to the extent of the work actually performed.
6.8. The provision of services is not accompanied by the signing of an acceptance certificate. Services are considered rendered efficiently and in full if no written complaints are received from the Client within 3 business days of completion of the services.
7.1. Payment Methods
We accept VISA and MasterCard international payment cards, as well as BELKART cards. Payment can also be made using Google Pay.
7.2. Payment Security
Payment is processed through the secure bePaid payment system. Transaction security is ensured by modern encryption, authentication, and data transfer methods using the SSL/TLS protocol, which complies with the PCI DSS Level 1 standard.
7.3. Payment Procedure
Card details are entered on the secure payment system authorization page. To pay, you must provide the following:
If the card supports 3D Secure technology or the BELKART Internet password, the system will redirect the Customer to the issuing bank's page to confirm the transaction. When paying via Apple Pay, the authentication method selected in the Wallet app (passcode, Face ID, Touch ID, etc.) is used.
7.4. Data Confidentiality
The Customer's personal information (name, address, phone number, email, card details, etc.) is confidential and will not be disclosed. Card details are transmitted only in encrypted form and are not stored on the website https://eet.by. Personal data is processed in accordance with Law of the Republic of Belarus No. 99-Z dated May 7, 2021, "On the Protection of Personal Data" and the Personal Data Processing Policy posted on the website.
By clicking the "Submit Application" button on the website, the Customer consents to the processing of their personal data for the following purposes:
Before providing consent, the Client is provided with information about the purposes, terms, scope of data, processing methods, and the rights of the personal data subject.
7.5. Payment Confirmation and Refunds
After payment, the Client will receive a confirmation email. It is recommended to keep the card receipts and confirmations for reconciliation with the account statement.

8.1. The liability of the Parties for actions not regulated by this Agreement shall be determined in accordance with the current legislation of the Republic of Belarus.
8.2. The Parties shall bear liability for failure to fulfill or improper fulfillment of their obligations under this Agreement to the extent established by this Agreement and the legislation of the Republic of Belarus.
8.3. The Contractor shall not be liable for the actions, decisions, or inactions of third parties, including educational institutions, or for the outcome of the review of the Customer's applications by such institutions or government agencies.
9.1. In the event of force majeure circumstances that preclude or objectively impede the performance of this Agreement, the Parties shall be released from liability for failure to fulfill their obligations. Each Party shall bear the risk of the consequences of such circumstances.
10.1. All disputes and disagreements arising from the performance of this Agreement shall be settled through negotiation. A pre-trial dispute resolution procedure is mandatory. The response period to a claim is 15 calendar days from the date of its receipt.
10.2. If a dispute cannot be resolved through negotiation, it shall be referred to court in accordance with the legislation of the Republic of Belarus.
11.1. This Agreement shall enter into force upon acceptance by the Customer (payment of the invoice) and shall remain in effect until the Contractor has fully fulfilled its obligations.
11.2. This Agreement may be terminated in accordance with the procedure provided for in this Agreement and the legislation of the Republic of Belarus.
11.3. Issues not regulated by this Agreement shall be governed by the current legislation of the Republic of Belarus.
11.4. The Contractor reserves the right to amend the terms of this offer and/or revoke it at any time. Amendments shall enter into force upon publication of the new version on the website https://eet.by/oferta, unless another term is specified.
11.5. This Agreement shall remain in force even if the details of the Parties, their legal form, owner, or other legal parameters change. The Contractor reserves the right to transfer the rights and obligations under the Agreement to a third party. In the event of any changes to the details, the Parties are obligated to notify each other within three calendar days.
11.6. If any provision of this Agreement becomes invalid due to a change in legislation, the remaining provisions shall remain in full force and effect.
11.7. The place of execution of this Agreement shall be the Contractor's legal address: 20 Sologub Street, Stolbtsy, Republic of Belarus.
